A family was enjoying a trip to the beach for a birthday at the Santa Cruz boardwalk when a man walked up to the family and started harassing them. According to the user on YouTube WeLuvRogerrr, the man went up to them and took pictures of the family without their permission accusing them of selling food. The man and woman next to him then threatened to call the police. When the police arrived the man left as the police explained he was a code enforcer, making sure people aren't selling at the beach. The police saw the code enforcers were wrong and left shortly after.
