PG&E has released a statement saying 34 counties in the Bay Area will be without power starting October 9. This is due to high dry wind climate which makes for red flag warnings.
An estimate of about 800,000 customers will be affected by the power outages that can last up to 48 hours. You can find out what locations will be affected on this list PG&E provided HERE

Many people in the East Bay will be affected and those who take BART are wondering if they will be working.
BART went to twitter to say
BART anticipates no train service disruption due to PG&E’s Public Safety Power Shutoffs (PSPS) starting tomorrow. Select stations reliant on portable generators may face escalator outages. BART has power redundancies to continue running trains.
